Constitution

The APLESA Constitution in use is as amended at the 15th Annual APLESA Conference 7th – 11th April 2014, Lusaka, Zambia.  Download

However, APLESA is working on a new constitution. The APLESA Secretariat has compiled areas of the constitution that required review in line with the guidance from the last General Assembly in Luanda, Angola in 2017. This included drafts on the various policy guidelines. The legal Draftsperson has been identified who is assisting in drafting the new APLESA Constitution. This Draftsperson upon assumption of his assignment advised that any changes in one area of a legal document (like our constitution) ordinarily affect the whole. In this regard, he has advised that contrary to the earlier proposal by the General Assembly to redraft only provisions on Office Bearers and the Election Procedures that a reform of the total structure of the constitution to give the appropriate flow to it that takes care of all the aspects of our Association be done. The terms of reference of his work are as follows;

  1. To give Professional advice
  2. Drafting and re-structuring the constitution
  3. Formulation and drafting of policy guidelines
  4. Presentation to the General Assembly/ ExCom

The draftsman embarked on his assignment and produced a draft as a working document for consideration during the APLESA Conference in Gaborone, Botswana.

The final draft will be considered during the APLESA Conference in Kampala, Uganda in 2019.
